How to restrict game windows?

    I want to restrict users to 3 windows per PC.
    In L2server.ini I have this:
    ...
    ;MaxUserSocketPerIP=6
    MaxUserSocketPerMAС=3
    ...
    So, it should restrict to 3 windows, but I opened 4-5 without any problems. Are there any other settings I should use?
